Reds?defeat Rockies for 9th straight win

DENVER (AP) - A show of power from his teammates helped Johnny Cueto get through a rough start.

Cueto shook off his early struggles to pitch effectively for six innings, Ryan Ludwick hit two of the Reds' five home runs, and Cincinnati won its season-high ninth straight by beating the Colorado Rockies 9-7 Saturday night.

Scott Rolen, Drew Stubbs and rookie Todd Frazier also homered for the NL Central leading Reds, who have gone 13-2 since the All-Star break and hit a high-water mark for the season at 20 games above .500 (60-40).

The winning streak is the longest for the Reds since a 10-game run in 1999.

"It was not an easy night, but I really liked the way they worked today and I love what happened" Cueto said of his offensive support. "They came in and did really well."

Consider it payback for what is shaping up as a standout season for Cueto.

"He can't throw zeroes up every time, even though he is really good," Ludwick said. "If he's not in the Cy Young talk now, there's something wrong. He's tied for the league lead in wins now. He's up there."

Cueto (13-5) allowed 10 hits and five runs, including three in the first inning, and twice had errant pickoff throws but managed to keep the ball in the park at hitter-friendly Coors Field to win his fourth consecutive decision. He struck out three and walked two and worked out of a two-out, bases-loaded jam in the sixth by inducing Dexter Fowler to ground into a forceout.

With two out and two on in the eighth, reliever Sean Marshall struck out Carlos Gonzalez. Aroldis Chapman pitched the ninth, stranding two base runners by fanning pinch hitter Andrew Brown for the final out for his 21st save in 25 chances.

"I never feel comfortable in this ball park," Reds manager Dusty Baker said. "It's a tough park to pitch in, a tough place to manage in."

But there's no arguing with the Reds' recent success.

"We just accept it and keep running with it," Baker said. "You don't think about how you're doing it. You don't think about how long you've been in it, and you don't think about when it's going to stop. You just come out and expect to win every day."

Michael Cuddyer connected for his 15th homer of the season, a two-run shot in the seventh off reliever Jose Arredondo that made it 8-7. Ludwick added another run for the Reds when he led off the eighth with a homer off Matt Belisle, his second of the night for his third multihomer game of the season and 15th of his career.

Rockies pitchers were tagged for a season-high five homers, including three off starter Christian Friedrich (5-8). He went 4 1-3 innings and allowed seven runs overall on six hits.

"It's always something different," Friedrich said. "Tonight, I felt I was lacking control and firing it in the zone for the most part. But I can't just go up there trying to fill up the zone, throwing pitches up in the zone, whether they're strikes. You got to keep the ball down."

The Rockies got out to a 3-0 lead in the first on Gonzalez's two-run double and Todd Helton's sacrifice fly.

Ludwick and Frazier each hit solo shots in the second and Stubbs' third-inning homer evened the score at 3-3.

The Rockies regained the lead in the bottom of the third. Josh Rutledge singled, took second when Cueto threw wildly to first in an attempted pickoff, and moved to third on Gonzalez's single before scoring on Cuddyer's double-play grounder.

Frazier singled to start Cincinnati's four-run fifth. Ryan Hanigan walked and Cueto advanced them with a sacrifice before Zack Cozart's single tied it again. Stubbs put the Reds back on top with a single to left that chased Friedrich. Josh Roenicke relieved, and Brandon Phillips greeted him with a two-run double to the center field wall.

After Fowler scored on a fielder's choice by Gonzalez that pulled the Rockies to 7-5, Rolen led off the sixth with his fifth home run of the season.

The Jabra FREEWAY Bluetooth Car Kit is great for those without built-in iPhone or iPod support in their car, and especially great for those of us who don't yet have Siri as on option on older generation iPhones. The setup is easy, so much so that I merely listened while the Jabra unit itself told me what to do.

Sound quantity was substantial, but as with any device with tiny speakers, distortion plagued the higher volume levels. There is a surround sound-like quality to it but I don't think most music lovers would use the tiny Jabra speakers over a dedicated Dock, AUX, or even via the FM stereo output connection. Also, for some reason, the mute button refused to work for me although the volume buttons worked fine.

The Siri-replacing Voice Assist comes in the form of a $59 subscription service, though the first year is free. (Or at least comes included in the price of purchasing the Jabra FREEWAY Bluetooth Car Kit). It provides similar features like handsfree text/SMS messages, email reading and dictation, and more.

Although a 1 year free subscription sounds tempting, I was quickly dissuaded by the amount of private information I had to give up for this service. I'm admittedly paranoid, so uploading all my contacts and giving over my email passwords was a deal-breaker for me. If you value convenience over security, and trust the Voice Assist service to protect your private data, more power to you. For me, I'll be getting an iPhone 5 soon enough that I don't feel the urgent need to spread my risk between more companies than is absolutely necessary.

However, iPhone 3GS and iPhone 4 users still have Apple's built in Voice Control system, which while no Siri, can still do things like make calls or play music. You can trigger Voice Control by pressing and holding the phone icon right on the device.

Still, even without the Voice Assist service, the Jabra FREEWAY Bluetooth Car Kit packs a lot of value. The FM transmitter to play your music or voice calls through your car speakers, which is great.

Even better, it allows for 2 simultaneous bluetooth connections so that if you share a vehicle with a significant other, you needn't argue or barter over whose one device in the car gets to be paired for listening to calls or music. That's a real stress-saver.

One thing that is a HUGE pet peeve for me is that many hands free devices have a blue blinking light that tells you when something is paired or when the device is on. This drives me insane, especially at night time. It's like the eye of Sauron piercing through steel and glass, needlessly distracting while i'm driving. Manufacturers please stop doing this.

The Jabra FREEWAY Bluetooth Car Kit can be charged via the same AC adapter you use for your iPhone, or you can use the 12v adaptor that comes in the box. It will also automatically turn itself on and off as you enter or exit the Bluetooth radius, so you don't have to worry about accidentally leaving it on when you're out of the car, or forgetting to turn it on when you're driving.

Voice Assist is a boon to anyone with an older iPhone that doesn't offer Siri, though it does come with some privacy and security tradeoffs.

Sound quality with the built-in speakers is okay, but with the FM transmitter is even better.

JPMorgan creates more management checks and balances

NEW YORK (Reuters) - JPMorgan Chase & Co Chief Executive Jamie Dimon reshuffled his management team, in a step that analysts see as creating more checks and balances in the upper ranks after the bank suffered from embarrassing trading losses.

Analysts said the changes, announced on Friday, position Michael Cavanagh and Daniel Pinto as prime candidates to succeed Dimon, 56, when he is ready to retire.

Cavanagh, 46, and Pinto, 49, were named co-chiefs of commercial and investment banking. Matt Zames, 41, was named co-chief operating officer and is also seen as a strong candidate to succeed Dimon.

In an interview, Dimon said that he has no plans to retire soon, but that he is always thinking about grooming successors.

"I serve at the pleasure of the board, but I do hope to be here for many, many more years," Dimon said.

The shake-up will result in a number of senior positions that are jointly held by two executives, at least temporarily.

Analysts said these co-heads may help prevent the bank from sustaining the same kinds of trading losses that occurred in the first half of the year. JPMorgan said two weeks ago that it had sustained nearly $6 billion of trading losses from bad bets made in its Chief Investment Office.

That group had been headed by Ina Drew before the losses surfaced in May and she left. The bank has admitted that few scrutinized Drew's group.

"What happened in the CIO office was that there weren't enough people taking a close enough look," said Richard Bove, an equities analyst at Rochdale Securities. "That was a lesson for every division in the company."

The losses from the bets known as the "London Whale trades" were a huge black eye for Dimon, a CEO long praised for his risk-management skills.

But Dimon said the changes were in motion before the CIO's difficulties emerged, and were driven in part by the difficulty of operating banking businesses given the profusion of new regulations globally.

"We have to make sure, for example, we are making loans in the right way around the world, and funding them properly and reporting them the right way," he said.

Dimon, whose bank was profitable throughout the financial crisis, has long complained about being stifled by new regulations. He famously ambushed Federal Reserve Chairman Ben Bernanke last year and expressed fear that new financial regulations will hinder economic recovery.

But as Dimon moves executives around for at least the third time in three years, it is clear that he is adapting to the new order. In a prior shake-up in June 2011, around the time of Dimon's confrontation with Bernanke, reporting lines were streamlined.

DECIPHERING THE PHOTO

Analysts scrutinize JPMorgan's executive changes with the intensity that Kremlinologists used to devote to May Day parade photos from Moscow, where the positions of Soviet officials hinted at who was on the way up or down.

For some executives, the news looks bad. Jes Staley, 55, heads JPMorgan's investment bank and has led its asset management and private banking arms. In the latest reshuffle, he was made chairman of the commercial and investment bank, a new position that on Wall Street often signals a more ambassadorial role rather than a hands-on management job.

Dimon likes to shift key lieutenants around, sometimes moving them from prestigious jobs to less impressive ones and then back up again. In June 2010, Cavanagh moved from chief financial officer to head of Treasury and Securities Services, a business that moves money around the world for big clients like multinational companies. That business generates stable revenue, but running it is not usually seen on Wall Street as requiring tremendous management acumen.

In May, Cavanagh was put in charge of a group that oversaw the bank's response to losses in the CIO, a key position for helping to rebuild investor trust in the bank. Cavanagh will now oversee corporate and investment banking businesses such as lending and merger advisory, a high profile position.

Cavanagh is a longtime prot?g? of Dimon. When Dimon was president of Citigroup, Cavanagh was chief administrative officer.

In 2000, Cavanagh followed Dimon to Banc One Corp as head of strategy and planning when Dimon became the bank's CEO.

Pinto, who heads JPMorgan's business in Europe, the Middle East and Africa as well as its global fixed-income business, will oversee all trading operations. He will remain based in London.

Dimon said he likes to move promising executives around to give them experience in different parts of the bank, a technique popularized by Jack Welch when he was CEO of General Electric Co.

"The key is constantly changing and challenging people so that they are prepared," Dimon said.

SMITH'S PORTFOLIO GROWS

Gordon Smith, 53, will have mortgage lending and retail banking added to his remit, giving him oversight of all consumer banking businesses.

Smith, a former American Express Co executive, currently oversees credit cards and auto lending, and some analysts view him as a possible successor to Dimon.

For now, Smith will run the consumer banking business together with Todd Maclin, 56. But in 2013, Maclin will become a chairman of the consumer business.

Frank Bisignano, 52, who was put in charge of overhauling the mortgage business last year, in addition to his role as chief administrative officer of the bank, will become co-chief operating officer of JPMorgan as Smith takes on the mortgage business.

All told, Smith's domain will include some 50 million customers, 160,000 employees and half the earnings power of the bank.

Smith said in an interview that he intends to continue building Chase branding and customer service to try to grow in an era when the company is unlikely to make acquisitions.

Bisignano will share the COO post with Zames, who will remain head of the CIO and Mortgage Capital Markets.

In May, Zames was put in direct charge of the CIO. He has been unwinding the money-losing portfolio and overhauling the office. He will continue to run the CIO in his new post.

This week, Sanford "Sandy" Weill, the architect of mega-bank Citigroup, said in a television interview that the big banks should be broken up, along the lines of how Glass-Steagall laws broke up commercial and investment banking after the Depression.

Dimon has said he has no interest in breaking up his bank, but to some analysts, Dimon's moves looked like the bank taking a small step in that direction on its own. JPMorgan moved control of traditional commercial and investment banking businesses to one set of executives, and control of retail banking to another set.

"To us, this is Glass-Steagall lite," wrote Mike Mayo, an analyst at CLSA.

This FDA smackdown on generic drugs has led to a shortage of much needed cancer drugs.
The report, commissioned by Oversight Committee chairman Darrell Issa (R., Calif.), details the dramatic drop in the production of generic injectable drugs since Hamburg was?confirmed?as FDA chief in May 2009. Upon taking office, Hamburg promised an?aggressive effort?to enforce the FDA?s stringent manufacturing standards. In 2010, Hamburg?s officials issued 673 warning letters to drugmakers and other companies: a 42 percent increase from 2009. In 2011, the agency issued 1,720 warning letters: a further increase of 156 percent.
So what does Ms. Hamburg know about quality control that her predecessors did not?

Good question.

?According to sources with inside information about FDA?s operations, there is a disconnect between the FDA field force, the inspectors who work out of the agency?s district offices, and scientists and other career individuals at FDA headquarters who work on review and compliance functions,? Issa writes. ?According to the Committee?s sources, FDA?s field force does not believe that it is within the scope of their authority to worry about the implications of their actions, even if it means a manufacturer closing a facility or removing manufacturing lines from production.?

the recently passed Prescription Drug User Fee Act legislation contains?some language?regarding drug shortages, but again the emphasis is on early warning of shortages, and speeding up FDA reviews, rather than on the real problems: excessive regulatory interference, and Medicare?s price controls.
As a former generic-drug CEO says below, ?it seems somewhat ironic that the FDA is being empowered to cure a crisis they may have had a hand in creating.?

This is what happens when government officials try to regulate industries about which they have no idea how their actions impact end results.

Suspected gunman, passerby dead after rampage

Police discover the body of a gunman who had killed an innocent bystander, shot a police dog and injured two police officers in Indiana. NBCNews.com's Dara Brown reports.

A suspected gunman and a bystander are dead after two officers were wounded and a police dog was killed during a shooting rampage in the central Indiana town of Pendleton, authorities said Friday.

A New Castle man identified as suspect Jim Kenneth Bailey, 58, was found dead possibly by a self-inflicted gunshot, police told NBC station WTHR of Indianapolis.


Police say Bailey, clad in a flak jacket and gas mask, showed up at his estranged wife?s home in Pendleton late Thursday and started firing his gun outside.

Bailey fatally struck John Neal Shull, who was driving past the house in his pickup truck, police said.

When Pendleton police arrived, Bailey grazed an officer, authorities said. An officer from the town of Anderson, who came as a backup, was hit in both legs. His police dog was shot and killed.

Bailey had "a lot of ammunition. He had a will to injure someone," Pendleton police Chief Marc Farrer told WTHR.

Police set up a perimeter and put the town on lockdown as SWAT members hunted for Bailey door-to-door.

They discovered Bailey's body behind his estranged wife?s home at 6 a.m. Friday.

Pendleton is a town of 4,000 about 30 miles northeast of Indianapolis.

Every borrower?s situation is different. My goal is to provide various options/loan programs that are available to meet the borrower?s needs. When considering a refinance, the following are typical situations borrowers face:

Are you refinancing primarily to lower your rate and monthly payments? Your best option might be a low fixed-rate loan. Maybe you have a fixed-rate mortgage now with a higher rate, or maybe you have an ARM ? adjustable rate mortgage ? where the interest rate varies. Even if it?s low now, unlike your ARM, when you qualify for a fixed-rate mortgage you lock that low rate in for the life of your loan. This is especially a good idea if you don?t think you?ll be moving within the next five years or so. On the other hand, if you do see yourself moving within the next few years, an ARM with a low initial rate might be the best way to lower your monthly payment.

Are you refinancing primarily to cash out some home equity? Maybe you want to pay for home improvements, pay your child?s college tuition bill or possibly payoff other debt, e.g., credit cards, high interest rate loans, etc. Then you?ll want to qualify for a loan for more than the balance remaining on your current mortgage. If you?ve had your current mortgage for a number of years and/or have a mortgage whose interest rate is higher, you may be able to do this without increasing your monthly payment.

Do you want to build up home equity more quickly, and pay off your mortgage sooner? Consider refinancing with a shorter-term loan, such as a 15-year mortgage. Your payments will be higher than with a longer-term loan, but in exchange, you will pay substantially less interest and will build up equity more quickly. If you have had your current 30-year mortgage for a number of years and the loan balance is relatively low, you may be able to do this without increasing your monthly payment ? you may even be able to save!

Whatever the situation, the low interest rates we are currently seeing in the market place could provide an opportunity to save money, provide some liquidity (cash out) or payoff your home at a much faster pace.

And, as we all know, Android 4.0's no longer the freshest treat around, thus the Walkman maker will now have to answer all the Jelly Bean questions to come. The first one to do so was a resident Sony mobile expert on the company's UK Facebook page, revealing that the Xperia Arc S and the itty-bitty Xperia Mini Pro won't be receiving the latest and greatest OS from Mountain View. Meanwhile, he also stated there's nothing buttery in the works for the elegant Xperia S, though he did say "ICS should now be approved" for the device. Perhaps this is a sign it's time to start looking for an upgrade, no?

Insurance News - Health Insurance Tips For Traveling Boomers

NEW YORK--(BUSINESS WIRE)-- As Baby Boomers enter retirement, one of their greatest desires is to enjoy travel that they?ve put off for many of their working years, including everything from visiting grandchildren in other states to a grand overseas adventure.

When asked about life goals, about half of Baby Boomers said they wish to travel and explore the world, according to Leisure Travel Trends, a Focalyst Insight Report.1 More than 81 million older adults were planning to travel in the next year, spending a total of $126 billion on their next trip alone, according to the same report.

Regardless of destination, getting sick is probably the last thing on their minds. But what happens to those who get sick while traveling? Where will they go? Will their insurance cover their costs? A little advance planning is critical to protecting a traveler?s physical and financial well-being, particularly for those in the Medicare program, according to Mark Wagar, president and CEO, Empire BlueCross BlueShield, who offers the following tips.

Pick the right plan. The first step for people with Medicare who plan on traveling is to pick a plan that suits their lifestyle. Several types of plans are available. Each has different rules when it comes to traveling among states or overseas. Some offer a great degree of flexibility to travelers. Others do not.

Medicare Supplement plans are the most flexible for travelers. People with these plans can go to any doctor or hospital that accepts Medicare anywhere in the United States, Puerto Rico, U.S. Virgin Islands and Guam. Unlike Original Medicare, most Medicare Supplement plans include some international coverage.

Unlike Medicare Supplement plans, Medicare Advantage (MA) plans are composed of provider networks. Preferred Provider Organization (PPO) and Health Maintenance Organization (HMO) plans cover emergency services while traveling domestically. However, rules for routine services vary. In general, PPOs cover medical services throughout the United States as an ?out of network benefit,? which costs more. HMO members may be responsible for all costs of services rendered by out-of-network providers while traveling domestically.

It?s important to note that some MA plans include additional travelers? benefits. For example, Empire?s MA PPO plans allows members to visit network providers in many of its sister plans across the United States at in-network rates. Empire?s MA plans also cover urgent and emergency care internationally. Members with questions regarding their plan?s travel benefits should check their Explanation of Coverage (EOC) for details.

Make arrangements to get and transport medication. One way for members to stock up on prescription medication is to order a 90-day supply through mail order. Call the number on your insurance card for details. Travelers can transport medication in carry-on or checked baggage, although some supply should be with the passenger in the case of lost luggage. The Transportation Security Administration (TSA) recommends that the prescription label match the passenger?s boarding pass and that the passenger bring supporting documentation.2 Large, national drugstore chains may be able to fill customers? prescriptions when they?re away from home.

Carry medical documentation. Members should carry their insurance card, physician contact information, and a list of medical conditions and current medications with them while traveling. When traveling abroad, it?s a good idea to keep a list of food allergies written in the local language to share at restaurants, according to the American Academy of Allergy, Asthma & Immunology.3

Consider a pre-travel exam. The Centers for Disease Control and Prevention (CDC) says seniors should visit their doctor four to six weeks before traveling.4 They need to be honest about any limitations they might have. Additionally, vaccines may be necessary, depending on the destination. Doctors also might want to write prescriptions for malaria, altitude illness or travelers? diarrhea, according to the CDC.

Think about buying additional travel insurance, particularly if traveling abroad. Companies like Empire offer additional travel insurance at a reasonable cost. Options include emergency dental services worldwide as well as help with lost medications and coverage of emergency medical evacuation. These expenses could cost tens of thousands of dollars. Up-front payment may be required by people who do not have insurance.

In case of emergency, always seek immediate care. As mentioned above, the rules for Medicare plans vary greatly by design. However, in case of an emergency, members should always seek care at the nearest location.

US poverty on track to rise to highest since 1960s

WASHINGTON (AP) ? The ranks of America's poor are on track to climb to levels unseen in nearly half a century, erasing gains from the war on poverty in the 1960s amid a weak economy and fraying government safety net.

Census figures for 2011 will be released this fall in the critical weeks ahead of the November elections.

The Associated Press surveyed more than a dozen economists, think tanks and academics, both nonpartisan and those with known liberal or conservative leanings, and found a broad consensus: The official poverty rate will rise from 15.1 percent in 2010, climbing as high as 15.7 percent. Several predicted a more modest gain, but even a 0.1 percentage point increase would put poverty at the highest since 1965.

Poverty is spreading at record levels across many groups, from underemployed workers and suburban families to the poorest poor. More discouraged workers are giving up on the job market, leaving them vulnerable as unemployment aid begins to run out. Suburbs are seeing increases in poverty, including in such political battlegrounds as Colorado, Florida and Nevada, where voters are coping with a new norm of living hand to mouth.

"I grew up going to Hawaii every summer. Now I'm here, applying for assistance because it's hard to make ends meet. It's very hard to adjust," said Laura Fritz, 27, of Wheat Ridge, Colo., describing her slide from rich to poor as she filled out aid forms at a county center. Since 2000, large swaths of Jefferson County just outside Denver have seen poverty nearly double.

Fritz says she grew up wealthy in the Denver suburb of Highlands Ranch, but fortunes turned after her parents lost a significant amount of money in the housing bust. Stuck in a half-million dollar house, her parents began living off food stamps and Fritz's college money evaporated. She tried joining the Army but was injured during basic training.

Now she's living on disability, with an infant daughter and a boyfriend, Garrett Goudeseune, 25, who can't find work as a landscaper. They are struggling to pay their $650 rent on his unemployment checks and don't know how they would get by without the extra help as they hope for the job market to improve.

In an election year dominated by discussion of the middle class, Fritz's case highlights a dim reality for the growing group in poverty. Millions could fall through the cracks as government aid from unemployment insurance, Medicaid, welfare and food stamps diminishes.

"The issues aren't just with public benefits. We have some deep problems in the economy," said Peter Edelman, director of the Georgetown Center on Poverty, Inequality and Public Policy.

He pointed to the recent recession but also longer-term changes in the economy such as globalization, automation, outsourcing, immigration, and less unionization that have pushed median household income lower. Even after strong economic growth in the 1990s, poverty never fell below a 1973 low of 11.1 percent. That low point came after President Lyndon Johnson's war on poverty, launched in 1964, created Medicaid, Medicare and other social welfare programs.

"I'm reluctant to say that we've gone back to where we were in the 1960s. The programs we enacted make a big difference. The problem is that the tidal wave of low-wage jobs is dragging us down and the wage problem is not going to go away anytime soon," Edelman said.

Stacey Mazer of the National Association of State Budget Officers said states will be watching for poverty increases when figures are released in September as they make decisions about the Medicaid expansion. Most states generally assume poverty levels will hold mostly steady and they will hesitate if the findings show otherwise. "It's a constant tension in the budget," she said.

The predictions for 2011 are based on separate AP interviews, supplemented with research on suburban poverty from Alan Berube of the Brookings Institution and an analysis of federal spending by the Congressional Research Service and Elise Gould of the Economic Policy Institute.

The analysts' estimates suggest that some 47 million people in the U.S., or 1 in 6, were poor last year. An increase of one-tenth of a percentage point to 15.2 percent would tie the 1983 rate, the highest since 1965. The highest level on record was 22.4 percent in 1959, when the government began calculating poverty figures.

Poverty is closely tied to joblessness. While the unemployment rate improved from 9.6 percent in 2010 to 8.9 percent in 2011, the employment-population ratio remained largely unchanged, meaning many discouraged workers simply stopped looking for work. Food stamp rolls, another indicator of poverty, also grew.

Demographers also say:

?Poverty will remain above the pre-recession level of 12.5 percent for many more years. Several predicted that peak poverty levels ? 15 percent to 16 percent ? will last at least until 2014, due to expiring unemployment benefits, a jobless rate persistently above 6 percent and weak wage growth.

?Suburban poverty, already at a record level of 11.8 percent, will increase again in 2011.

?Part-time or underemployed workers, who saw a record 15 percent poverty in 2010, will rise to a new high.

?Poverty among people 65 and older will remain at historically low levels, buoyed by Social Security cash payments.

?Child poverty will increase from its 22 percent level in 2010.

Analysts also believe that the poorest poor, defined as those at 50 percent or less of the poverty level, will remain near its peak level of 6.7 percent.

"I've always been the guy who could find a job. Now I'm not," said Dale Szymanski, 56, a Teamsters Union forklift operator and convention hand who lives outside Las Vegas in Clark County. In a state where unemployment ranks highest in the nation, the Las Vegas suburbs have seen a particularly rapid increase in poverty from 9.7 percent in 2007 to 14.7 percent.

Szymanski, who moved from Wisconsin in 2000, said he used to make a decent living of more than $40,000 a year but now doesn't work enough hours to qualify for union health care. He changed apartments several months ago and sold his aging 2001 Chrysler Sebring in April to pay expenses.

"You keep thinking it's going to turn around. But I'm stuck," he said.

The 2010 poverty level was $22,314 for a family of four, and $11,139 for an individual, based on an official government calculation that includes only cash income, before tax deductions. It excludes capital gains or accumulated wealth, such as home ownership, as well as noncash aid such as food stamps and tax credits, which were expanded substantially under President Barack Obama's stimulus package.

An additional 9 million people in 2010 would have been counted above the poverty line if food stamps and tax credits were taken into account.

Robert Rector, a senior research fellow at the conservative Heritage Foundation, believes the social safety net has worked and it's now time to cut back. He worries that advocates may use a rising poverty rate to justify additional spending on the poor, when in fact, he says, many live in decent-size homes, drive cars and own wide-screen TVs.

A new census measure accounts for noncash aid, but that supplemental poverty figure isn't expected to be released until after the November election. Since that measure is relatively new, the official rate remains the best gauge of year-to-year changes in poverty dating back to 1959.

Few people advocate cuts in anti-poverty programs. Roughly 79 percent of Americans think the gap between rich and poor has grown in the past two decades, according to a Public Religion Research Institute/RNS Religion News survey from November 2011. The same poll found that about 67 percent oppose "cutting federal funding for social programs that help the poor" to help reduce the budget deficit.

Outside of Medicaid, federal spending on major low-income assistance programs such as food stamps, disability aid and tax credits have been mostly flat at roughly 1.5 percent of the gross domestic product from 1975 to the 1990s. Spending spiked higher to 2.3 percent of GDP after Obama's stimulus program in 2009 temporarily expanded unemployment insurance and tax credits for the poor.

The U.S. safety net may soon offer little comfort to people such as Jose Gorrin, 52, who lives in the western Miami suburb of Hialeah Gardens. Arriving from Cuba in 1980, he was able to earn a decent living as a plumber for years, providing for his children and ex-wife. But things turned sour in 2007 and in the past two years he has barely worked, surviving on the occasional odd job.

His unemployment has run out, and he's too young to draw Social Security.

Holding a paper bag of still-warm bread he'd just bought for lunch, Gorrin said he hasn't decided whom he'll vote for in November, expressing little confidence the presidential candidates can solve the nation's economic problems. "They all promise to help when they're candidates," Gorrin said, adding, "I hope things turn around. I already left Cuba. I don't know where else I can go."
